Kaz Riviera, Cargo City and Talgar Eco City move forward following high-level discussions with Almaty Region’s leadership.
ALMATY REGION, KAZAKHSTAN — 23 October 2026 — iHolding Group is advancing a major private-sector development programme in Kazakhstan following a meeting between its Founder and Chairman, Alain Khoueiry, his executive team and Chingis Arinov, Akim of Almaty Region, on 22 October.
The meeting focused on bringing three major initiatives closer to implementation: the 800-hectare Kaz Riviera waterfront development, the 4,500-hectare Cargo City, and Talgar Eco City.
According to iHolding, agreement was reached during the discussions on the land areas for Kaz Riviera and Cargo City, together with support for progressing Talgar Eco City. The company reported that the Akim expressed his full support for advancing the programme, with an emphasis on starting the projects as soon as the necessary formalities and approvals are completed.
For Khoueiry, the meeting marks an important transition from development ambition towards coordinated delivery.
A connected vision for regional growth
The three projects address distinct opportunities within Kazakhstan’s economy.
Kaz Riviera aims to strengthen the country’s tourism and hospitality offering through a waterfront destination combining leisure, residential and commercial development.
Cargo City is intended to support Kazakhstan’s international trade ambitions through a substantial logistics and commercial development, creating opportunities for cargo operations, supply-chain businesses and related services.
Talgar Eco City adds a sustainable urban development component, with a focus on creating an attractive environment for residents, businesses and future investment.
Together, Kaz Riviera and Cargo City cover a planned 5,300 hectares, before including Talgar Eco City. iHolding’s ambition is to establish this wider programme among Central Asia’s most significant privately led development initiatives.
Execution becomes the priority
Following the meeting, iHolding will focus on advancing land documentation, technical studies, master planning, infrastructure coordination and investment structuring with the relevant authorities and partners.
The Group intends to move forward through phased implementation, allowing individual components to progress as their development requirements are fulfilled.
This approach places practical delivery at the centre of the programme: preparing sites, assembling expertise, securing investment and establishing achievable construction schedules.
Developing new channels for investment
iHolding also intends to pursue tokenization of eligible project assets and investment interests as part of its proposed financing strategy.
The next steps include progressing the relevant technology approvals and licensing arrangements with Datavault, alongside the legal and regulatory work required to establish the framework.
The objective is to expand access to international capital and support transparent investment administration. Any tokenized offering would remain subject to definitive agreements and applicable regulatory approvals.
Country first, lasting value through delivery
Alain Khoueiry’s stated priority is to ensure that the programme benefits Kazakhstan first—through employment, business opportunities, infrastructure and stronger international economic connections.
Within that vision, iHolding’s long-term success is tied to the value its projects create for the country and its communities.
The support reported following the meeting provides a basis for closer coordination with Almaty Region as the company works to turn its plans into tangible developments.
With Kaz Riviera, Cargo City and Talgar Eco City, Khoueiry is positioning iHolding for a substantial new phase of private-sector investment, centred on Kazakhstan’s development potential and the practical work required to realise it.
